Every year someone declares cold email dead, and every year the accounts running it well keep booking meetings. The difference has almost never been the channel. Inbox providers now weight domain reputation more heavily than volume. A tightly warmed sending domain with a 90% open rate on 200 emails a day will consistently outperform a cold domain blasting 2,000. If you're sending from a domain younger than 90 days, or you've never separated your marketing and outbound sending infrastructure, that's the first fix, before you touch a single line of copy.
On relevance: the accounts seeing the best reply rates aren't writing longer or cleverer emails. They're writing shorter ones that reference something true and specific about the prospect's business, such as a recent hire, a product launch or a technology in their stack, inside the first line, not buried in paragraph three.
